99% Moisture Reading on Your Foundation Wall: What That Number Means

A moisture meter pressed against a concrete foundation wall doesn't lie. When that reading comes back at 90%, 95%, even 99% saturation, it's telling you something specific: this isn't seasonal humidity, this is a wall that is holding water, consistently, right now. Here's what that actually means and why it changes the whole plan for a crawlspace.

How Foundation Moisture Is Measured

A moisture meter reads the relative moisture content of a material — wood or masonry — on a scale that indicates how saturated it is compared to a dry baseline. On concrete and masonry, meters typically show a percentage or relative scale rather than the same wood-moisture-content number used on framing lumber, but the read is the same idea: the higher the number, the more water is present in the material.

A wall reading in the high 80s to high 90s percent isn't a borderline or ambiguous result. It's a wall that is thoroughly wet, and concrete doesn't get that saturated from a little condensation.

What Causes It

A few things push a foundation wall to near-total saturation:

• Hydrostatic pressure — groundwater pressing against the foundation from the outside, forcing moisture through the porous concrete
• An active water source nearby or beneath the structure — a natural spring, a high water table, or persistent snowmelt saturating the ground around the foundation
• Poor or absent exterior drainage — no grading away from the house, no functioning footing drain, water pooling against the wall over time
• Capillary action — concrete and masonry can wick water upward and through the material itself, especially in older foundations without a proper damp-proofing layer

Why a Vapor Barrier Alone Doesn't Fix This

This is the mistake that causes the most callbacks in this industry. A vapor barrier addresses moisture coming up through the crawlspace floor and airborne humidity in the space. It does very little about a wall that's actively wicking water from outside pressure. Seal a crawlspace over a saturated wall without addressing the water source, and the moisture has nowhere to go — it stays in the wall, and often finds its way into the sealed space anyway.

A high moisture reading on the foundation wall is a signal that the project needs water management, not just encapsulation. That can mean:

• Interior drainage — a French drain and sump system to intercept water before it saturates the space
• Exterior work — in more severe cases, excavation and waterproofing of the foundation wall from outside, with proper drainage installed against it
• Grading and gutter corrections at the surface to stop water from reaching the foundation in the first place

What This Looks Like in Practice

We test foundation walls with a moisture meter as a standard part of every crawlspace inspection, and we document the readings in writing. A wall at 15-20% might just need normal encapsulation. A wall at 90%+ tells us the project plan needs to start with water — not barrier, not insulation, water — before anything else gets sealed up.

It's also useful documentation for the homeowner. If a wall was saturated before work began and reads dry afterward, that's real, measurable evidence the underlying problem was actually solved, not just covered up.
